Circle Launches Circle Match, Hourly Auctions That Pay USDC Minters a Rebate From Redemption Fees
Eligible Circle Mint customers can now place prefunded mint and redeem orders that clear hourly at one uniform fee, capped at Circle's Express redemption rate. Matched minters currently receive the full fee as a rebate, and Circle says it keeps no separate spread on matched volume.

Circle launched Circle Match on 22 October 2026, an hourly auction inside Circle Mint that pairs institutions that want to mint USDC with institutions that want to redeem it. When orders match, the redeeming side pays one clearing fee, at or below Circle's Express redemption rate. The minting side currently receives that full fee as a rebate. Circle Match is available now to eligible Mint customers, through the Mint interface and API. Access is approval-gated and may vary by jurisdiction.
Circle says it does not keep a separate spread on matched volume and that Circle Match "does not price USDC." It coordinates the fee between mint and redemption demand in the primary market.
How the auction works
Circle describes a five-step process that runs every hour:
- Prefund. Redeemers deposit USDC. Minters wire USD into a separate Circle Match balance, which converts to USDC on settlement. Every order is fully funded before it enters an auction.
- Set terms. Minters set the minimum rebate they will accept. Redeemers set the maximum fee they will pay, up to the Express rate.
- Lock. New orders can join until clearing. In the final minute, existing orders can be improved but not withdrawn. Better-priced orders fill first, and orders at the clearing fee are filled pro rata.
- Clear at one fee. Everyone matched in an auction gets the same fee: redeemers pay it, minters receive it. Unmatched amounts follow a post-fill instruction the participant chooses: Fallback, Roll or Cancel.
- Settle atomically.
Self-match prevention stops one entity taking both sides. Matched redemptions pay out as fast as an Express redemption. Money deposited for minting stays separate from the participant's normal Mint wallet until it is used, and can be redeemed for USD at no cost.
A new revenue line for minting
Minting USDC has not paid a direct rebate before. Circle notes that the value of minting and redeeming has mostly been captured in the secondary market, through OTC and exchange spreads and trading fees. Market makers, OTC desks and trading firms mint and redeem as they manage inventory, but a firm minting and a firm redeeming at the same moment rarely meet directly.
Circle Match lets them meet inside Mint without bilateral onboarding or credit lines. Prefunding replaces counterparty credit. The one-minute lock stops liquidity being pulled just before clearing.
Circle says rebates depend on the orders in each auction and are not guaranteed. The blog does not publish the Express rate or any expected rebate level.
Why it matters
The change is in who collects the fee for fast redemption. On matched volume, a redeemer still pays up to the Express rate, but the fee goes to the institution minting the other side, and Circle says it takes no separate spread. That gives a firm that already mints USDC to deploy capital a reason to route through Circle's auction rather than a secondary venue. Redeemers get a fee they set, capped at Express.
Circle's wording matters: the minter receives the full fee "today". That leaves room for the split to change. The model also depends on enough two-sided flow. In a period of net redemptions, few mint orders will be available to match, and unmatched orders fall back to standard handling.
For the stablecoin market, Circle Match is a step toward a more market-like primary layer. Issuance and redemption pricing now come from participants' bids rather than a fixed fee schedule alone.
